Independent investigation announced for fatal police-involved shooting in Harrisburg

HARRISBURG, Pa. (WHTM) – The attorney representing the family of a man shot by police in Harrisburg said they don’t agree with the district attorney’s findings that the shooting was justified.

This week, Mayor Eric Papenfuse announced that another independent investigation will take place.

In August, Earl Pinckney was shot and killed. 911 tapes indicate he was holding a knife to his mother’s throat.

District Attorney Ed Marsico said the shooting was justified.

Papenfuse said this week he is reviewing the DA’s files to confirm the investigation was completed fairly. He said he is not trying to undermine the findings of the original investigation.

“We’re looking from the city perspective of, what can we learn from the events that occurred? How can training potentially be improved or different, and not just force justifiable, but were there alternatives to lethal force that could have occurred?” Papenfuse said.

Attorney Devon Jacob said a lot can come out of an internal investigation.

“They look at their own policies to determine if they were complied with and they can get into other things. Do we need further training? Do we need discipline? Do we need different equipment? They can get into a lot of things,” Jacob said.

Marsico was not available for comment.

Papenfuse said the internal investigation was going to begin this week and he expects it to be completed as soon as possible.
