Governor signs bill to update ATV law

HARRISBURG, Pa. (WHTM) – Gov. Tom Wolf has signed legislation to update the state’s restrictions on youths who ride all-terrain vehicles.

Act 136 of 2016, formerly House Bill 1703, updates a law that says 8- and 9-year-olds are limited to riding ATVs with an engine displacement of 70cc or less.

Youth riders are now limited to the age recommendation of the manufacturer, which is based on speed rather than engine displacement.

For older ATVs without such a label, the 70cc restriction for 8- and 9-year-olds still applies.

The legislation does not change the minimum age for riding an ATV on state-owned land, which is 8 years old.

The new law also makes it illegal to operate an ATV or snowmobile that is not equipped with a muffler in good working order.
