5 accused of selling heroin in Mifflin, Huntingdon counties

NEWTON HAMILTON, Pa. (WHTM) – State prosecutors have arrested five people on charges they were trafficking heroin and other drugs in Mifflin and Huntingdon counties.

Rahkim “Royal” Stephenson, 28, headed a network that supplied heroin to lower-level dealers more than 100 times in a year, Attorney General Bruce Beemer’s office said Friday.

The other alleged dealers were identified as Todd Willoughby, 33, and Jessica Cave, 30, both of Mount Union; Tiffany Cave, 28; and Justin Rinker, 31.

During the investigation, Beemer’s office said agents seized a half pound of marijuana, a half ounce of cocaine base, and three grams of heroin at a home in Newton Hamilton.

More than 20 bags of heroin were later confiscated from a home in Mount Union.
