SHIPPENSBURG, Pa. (WHTM) – The mother of two children who were allegedly beaten and chained to a desk as punishment has been jailed on child endangerment and other charges.
State police say 27-year-old Holly M. Beam knew the children, 9 and 11, were being abused over the last two years before 27-year-old Oscar Cover was arrested this week.
She is also charged with conspiracy to commit simple assault and possession of drug paraphernalia.
Police say Cover repeatedly chained one child to a desk using a 10-foot metal chain that was attached to the boy’s leg with a plastic zip tie. They said he also zip-tied the boy to a vehicle wheel, according to charging documents.
The boys told police that Cover also made them hold bricks at waist level. They said if they dropped the bricks, Cover made them start over again or whipped them.
According to charging documents, Cover stopped beating one boy because he was crying, but Beam told him to “start over and do it again.”
Cover is jailed in Cumberland County Prison on $150,000 cash bail. Beam was being held on $25,000 cash bail, according to court records.
A preliminary hearing is scheduled for June 6.
