SHIPPENSBURG, Pa. (WHTM) – A Cumberland County man is jailed after police say he beat two children and chained them to a desk and a vehicle wheel to punish them.
Oscar Cover, 27, of Shippensburg, is accused of abusing the children, ages 9 and 11, for two years, according to charging documents filed by state police.
One child told investigators he was chained to a desk in his room several times. He said the 10-foot metal chain was attached to his leg with a plastic zip tie. He said Cover also zip-tied him to a vehicle wheel.
The boys told police that Cover also made them hold bricks at waist level. They said if they dropped the bricks, Cover made them start over again or whipped them.
Investigators say the children had injuries that included severe swelling and bruising.
Cumberland County District Attorney David Freed called the case “extremely troubling.”
“Parents certainly have the right to discipline their children, but when it goes overboard into repeated physical beatings, it certainly merits charges of this nature,” Freed said. “This was treatment that some people will not even inflict on a domestic animal and we are talking about children here. This is emotional abuse as well as physical abuse.”
Cover is charged with simple assault and endangering the welfare of a child. Investigators said he also was in possession of drug paraphernalia and a firearm that he couldn’t have because of his criminal record.
The children told police their mother knew of the beatings. She has not been charged.
“As it relates to the mother, there are potential charges out there,” Freed said. “The investigation is still ongoing.”
Cover is in the Cumberland County Prison on $150,000 cash bail. A preliminary hearing is scheduled for June 6.
