Police save woman who jumped in Susquehanna after smoking ‘dipper’

HARRISBURG, Pa. (WHTM) – A woman nearly drowned in the Susquehanna River because she jumped in the water after smoking a drug-laced cigarette, city police said.

Officers were called to the area of North Front and Forster streets Wednesday afternoon and found the 27-year-old woman and a friend at the water’s edge. The friend had partially pulled the woman out of the water.

The officers carried the woman to the top of the steps. She was not breathing and did not have a pulse, so they began CPR until fire and EMS arrived. Police said she had a faint pulse before she was transported to Harrisburg Hospital.

The friend told officers the two had been smoking “dipper,” a street term for a cigarette dipped in PCP. The woman then disrobed and jumped in the river for an unknown reason, police said.
