3 1/2 to 4 pounds beef short ribs (see Note)
2 tablespoons olive oil
2 carrots, peeled and cut into 1-1/2-inch chunks
1 celery stalk, cut into 1-inch chunks

1 bay leaf
1 teaspoon chopped garlic
1 (10-1/4-ounce) can condensed beef broth
1 cup water
What To Do:
1. In a shallow dish, combine flour, salt, and pepper; mix well, then evenly coat short ribs with mixture.

3. Drain oil from pot. Add remaining ingredients to ribs; stir to blend well.
4. Cover and cook 1-1/2 hours, or until ribs are fork-tender and meat is falling off the bones.
