Fire officials charged with not reporting suspected abuse

LANCASTER, Pa. (WHTM) – Two West Willow Fire Department officers are facing charges for failing to report a sexual abuse incident they were allegedly aware of.

Police charged Michael T. Topper, 44, and Anthony Todd, 50, with failure to report suspected child abuse.

The incident dates back to 2009 while an underage girl worked as a junior firefighter under Topper and Anthony’s guidance.

According to police, the two had reason to believe the girl was having a sexual relationship with firefighter Stanley K. Todd, who at the time was 23.

Both men are scheduled to appear in court later this month.

Stanley, who is now 29, was charged earlier this year with having sexual contact with three underage girls.

He is in Lancaster County Prison on $500,000 bail.
