LANCASTER, Pa. (WHTM) – On July 9th, Lancaster City police arrested a man who sexually assaulted a 7-year-old girl.
The man was identified as 65-year-old Stephen Riehl Lapp. The girl’s mother stated that the man was not known to her or her daughter.
Lapp grabbed the girl in the area of Conlin Field so she could not run away and kissed her face. The daughter stated that Lapp touched her inappropriately and offered her $10 to go home with him and sleep with him in his bed.
The girl stated that she repeatedly told Lapp no. She sustained scratches on her face as a result from the assault.
The police were able to locate and detain Lapp near Conestoga and Prince Streets. He was positively identified by the girl.
