Court papers: Lancaster man accelerated, ‘freaked out’ before fatal hit-and-run

MANHEIM, Pa. (WHTM) – A Lancaster man charged in a fatal hit-and-run crash accelerated before he ran over the victim, according to charging documents.

Orlando Ortiz, 37, is charged with criminal homicide in the death of 21-year-old Dominic Stitely, of Manheim.

According to the criminal complaint filed by Northern Lancaster County Regional police, Stitely and others were hanging out in barn in the 1900 block of Locust Grove Road Saturday night.

One witness told police that Stitely stated he needed to go outside and meet with Ortiz, who was known to some of the people at the gathering. The witness said about 10 minutes later, he walked outside and saw Stitely running backwards in front of a small SUV, and the driver accelerated and ran over Stitely.

A woman who was in the SUV with Ortiz told officers they drove out in the country where Ortiz met with a man she did not know. She said he returned to the SUV with money he didn’t have before.

The witness said Ortiz began to drive away when the man approached the front of the SUV. She said Ortiz “freaked out” and drove over the man.

The complaint does not provide a motive.

Ortiz is jailed in Lancaster County Prison without bail. A preliminary hearing is scheduled July 17.
