Lancaster man jailed for selling heroin at recovery house

A Lancaster man has been jailed on charges he was selling heroin from an addiction recovery house for drug addicts.

Carlos Rafael Almestica-Serrano, 46, had two ounces of bulk heroin hidden in container of rice when detectives searched his room at 229 Hazel Street on Wednesday, according to the Lancaster County Drug Task Force.

Almestica-Serrano also had three smaller bags of heroin, about one gram each, in a dresser drawer and a digital gram scale hidden in his coat sleeve, according to a task force news release.

The heroin seized through the search warrant has an approximate street value of $30,000, detectives said.

Almestica-Serrano was charged with possession with intent to deliver heroin and possession of drug paraphernalia before he was placed in Lancaster County Prison on $250,000 cash bail.
