Harrisburg police have charged a second man with criminal homicide in the fatal shooting of an 18-year-old city woman last month.
Joseph Anthony Payne-Casiano, 22, of Enola, was already in Dauphin County Prison on a charge of hindering apprehension and a parole detainer.
He was charged with homicide Thursday in the death of Tiana Dockens, the granddaughter of Harrisburg City Council president Wanda Williams.
Dockens was struck by a stray bullet when several men exchanged gunfire during an altercation in the 1600 block Thompson Street during the early morning of Dec. 6.
Police filed homicide charges against a second man, 23-year-old Michael Stephan Gelsinger of Shippensburg, last month.
