North Lebanon Township police said they charged five men with indecent exposure and open lewdness and three others with open lewdness for incidents at Union Canal Tunnel Park.
The men were served with summonses on Friday.
The charges against them stem from a surveillance operation conducted in the summer of 2012 in response to citizen complaints, police said.
The incidents occurred between Aug. 15 and Oct. 5 of last year, police said.
Police said they charged Harry Baish, 53, of Mount Joy; Takeshi Asami, 55, of Lebanon; Ronald Herrold, 69, of Hershey; Eric Goodman, 45, of Lebanon; and Michael Greenawalt, 55, of Palmyra with indecent exposure and open lewdness.
Kenneth Lowry, 73, of Lebanon; Russell Donmoyer, 62, of Lebanon; and Donald J. Booser, 70, of Hershey, were charged with open lewdness, police said.
Preliminary hearings were scheduled Oct. 17.
Police said the investigation is ongoing and other arrests are pending.
