Waynesboro man charged with home improvement fraud

Police in York County have filed charges against a Waynesboro man accused of home improvement fraud.

Ryan Lee Noll, 37, agreed to install fencing around a home swimming pool under a contract worth more than $3,800, but cashed a check for half the amount and never completed any work, according to Northern York County Regional police.

The agreement called for the fencing to be completed at the Manchester Township home no later than first week of November.

Police said the victim left over 20 messages for Noll, who failed to return any of the calls.

The victim eventually made contact with Noll, who promised to return the money by December 16 but did not do so, police said.

Noll was charged with theft by deception, receiving stolen property, deceptive or fraudulent business practices, and home improvement fraud.

Investigators said he has also been charged by Southern Regional police for a similar incident in their jurisdiction and the investigation into him continues.
